Phil co-founded Optimal Energy in 1996. With over 35 years of experience in all aspects of energy efficiency, he specializes in efficiency and distributed energy policy, innovative program administration models, integrated energy resource planning, cost-benefit analysis, assessment of potential, and program design. Phil has also directly implemented and evaluated programs and developed new efficiency program administrative models. He has assisted numerous clients throughout the U.S. and internationally, including in almost every U.S. state. He has led development of some of the most aggressive efficiency policies and portfolios in the U.S., developed the plan to establish the nation’s first energy efficiency utility, testified before many regulatory and legislative bodies, and presented at numerous U.S. and international conferences. He is currently advising many of the U.S. jurisdictions with leading efficiency efforts, including Connecticut, Illinois, Massachusetts, New York and Rhode Island.
